The Collapse of the 28-Article Peace Proposal for Ukraine: How Peace Negotiations Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the crisis caused by the introduction of a new 28-article proposal for resolving the conflict appeared – temporarily – to have been defused. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: another massive barrage of aerial bombardment on Kyiv.

The Cycle of Diplomacy and Destruction

The succession of conflicting incidents captured the grim essence of the recent timeframe. By day, diplomatic battles are fought: optimistic declarations are issued from multiple capitals. Significant resources is expended on managing specific proposals. By night, Moscow clearly shows the world that, for them, war remains the key method for achieving "resolution".

After-Dark Attacks

As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is capable of detecting projectile deployments from Russian territory, a capacity afforded by timely intelligence. From vantage locations, defense planes that had been deployed to counter approaching aerial threats flew past – sophisticated military planes delivered to Ukraine by European allies.

Shortly after, Kyiv's anti-aircraft weapons activated: multiple launches fired to intercept a Russian ballistic missile. This was a advanced protection mechanism at work, most likely provided by allied countries. Every deployment creates sudden vibrations, causing tremors. The moment of terror quickly gives way to sober acceptance: maybe the approaching threat won't cause damage this time, sparing the city from catastrophe and additional electricity failures.

Persistent Threats

Soon after, a heavy machine gun fired at a drone somewhere nearby, part of a defensive team – almost certainly Western-made equipment. Unfortunately, the bullets missed the enemy aircraft – it pressed on overhead toward its objective.

Intermittently, this carried on until dawn. Kyiv faced the early updates: several casualties, damage and heating outages in many homes as a result of the evening attack. As typically, everyone still maintained normal activities – living the war. But those entire period illustrated Ukraine's vital need on international aid – a reliance that neighboring countries are evidently unprepared to fill in the immediate future.

Unsuccessful Negotiations

The detailed framework from US administration provoked deep reactions, controversy and profound anxiety – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after prior negotiation attempts and bilateral conferences.

Every new approach from American administration unfolds according to the consistent cycle: a political offensive against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They stabilise the situation but never actually achieve victory. This pattern will, certainly, endure.

Tactical Assessments

It is easy to blame specific actors of persistently promoting Kremlin's demands. But that does not seem to be the whole story. American leadership operates on a assumption well known to seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The US administration believes that it is unfeasible to pressure the Kremlin to surrender the land that it already controls in Ukraine's south or east.

The challenge is that while accepting these circumstances, Washington does minimal to prevent Kremlin actions, through diplomacy or military means, from thinking that the status quo will not shift further in its advantage in the months ahead.

Conflicting Perspectives

Therefore, Moscow is convinced that time is on his side – that Ukraine and its partners are coming close to fatigue. Their reason to agree to terms that does not give them the greatest potential benefit is close to zero. There may be many attempts to stop fighting, but they will continue as long as Russia's government remains highly assured in the outcome.

On the contrary, Kyiv believes that Ukraine can still persist, progressively conceding people and territory but preventing a complete military breakdown until conditions improve in its benefit.

Present Conditions

Factually, there are no genuine requirements for a armistice. Now, individual motivations are entering the equation: personal goals to mediate resolution and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the country's interests against any proposal Kyiv finds unacceptable, so that their priority does not move to homefront challenges. And although their mission will now be much harder after current events, it remains highly unlikely that this will change their overall approach.

These two forces are influencing discussions.

Assessment and Future

It took a mere seven days to eliminate the 28 points of the latest plan. Forceful and unpredictable management of the matter by Washington, opposition by Ukraine and the rest of Europe, along with pacifying measures of representatives, and finally, recent disclosures, all did their job.

While new proposals based on previous concepts are forthcoming, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are founded on Moscow's terms and demonstrate specific hesitation to change the course of events, if they stand together and improve their protective measures at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, mainly require continued Western support.
